from what I have heard, it would be best not to be relying on buses,permits,etc. during that time, just in case. So yes, if you can, do get your things organised earlier

The strike is still on for April 2 to 6 April and likely to affect Kathmandu and Pokhara too, perhaps a lesser degree. Government offices will be open as usual, the hassel may be getting to them.There are occasions in Nepal when the strike is called off just before hand or modified to a degree but my feeling is this is a big one..of course no probelm when trekking.
