December/January is probably the best for clear skies, even though there is some risk for a late december short snow storm at altitude. It is cold up there in late Dec, but the the atmosphere is dry, no humidity, fantastic visibility, hence excellent photos. Take good filters though as the sun and UV especially are strong.
Otherwise a good sleeping bag, a beanie, good boots, and a downe jacket should do the trick.
by the way, if you are in the area go to Gokyo. It is excellent up there in terms of views. And you can walk up the valley from the lodges too. Beats EBC any day.
