Hello Shane, I have been in both of the trekking areas and I both loved them. As you have just three weeks I would rather choose the Annapurna Base Camp trek. The views up ther are just breathtaking an you think that you just can touch all the 7000-8000 montains with your fingertips .
The advantage is, that you only need between 8 and 12 days and dont have to relay on planes flying on shedule so that you have some days for rafting and to see wonderful Kathmandu and relax in Pokhara. Have in mind, that anyway you need some days for arriving in Kathmandu, getting permits and transportation. With the actual political situation there is allways the posssibility for a nation wide strike, so that you should additionally plan some extra days.
Another beautiful trek in the Annapurnaregion would be to fly to Jomson, see the muktinath area and walk down to Tatopani. (also 10-12 days) You might look to some picturers in my site www.nepal-de, it should give you an idea of the montains awaiting you in the annapurna area.
