TRC implementation paused and not cancelled
The Trekking Registration Certificate(TRC) document issuance has
been bought into halt from December 12, 2006.
According to Narendra B.C, Presisdent of Trekking Agents Association
Nepal (TAAN) the issuance of TRC has been halted for now until the
cabinet meeting sanctions it. He informed that it is under the
process and might not take much time.

Similary, Sita Ram Sapkota, General Secretary of TAAN
informed, "With TRC's mention in budget, we thought that it had
recieved approval from the goverment so we started its issuance but
now we have come to know that it should also be included in cabinet
directives. hence, to fulfill this requirement we have suspended it
for the time being. " Also added ,"It should have been sanctioned by
the the Cabinet but owing to the Tourism Minister's busy schedule,
it has been delayed.

However, we are sure that TRC will reacquire its operation very soon.
Here, I would also like to mention that people should understand TRC
as a service charge."

Implementation of TRC was launched in October 21, 2006 with the
counters in Thamel and Pokhara.

TRC was going to kill tourism in Nepal, and now it does not even get a fair chance to do that...

Over the last 10 years, there have always been the doomsayers who have found issues with stuff like the royal masacre, which was supposed to bring Nepal to it's knees. Then the Maoist uprising was supposed to be the death knell to trekking in Nepal. Then there were the various bandths, and the uprising from April this year, who was going to lead to civil war (some said...). Finally, the worst of them all by far (according to most "knowledgeable" people), the TRC. If nothing killed tourism in Nepal, this was going to do it. Now the bloomin' thing is not even going to be given a chance to kill tourism in Nepal. I think this is utterly unfair.
We need another royal masacre or two, or some "Irak policy" I guess - to manage to finish of this pesty little thing named "trekking in Nepal". TRC is just as useless as all the others before it, it seems.
