Nothing is set in concrete in Nepal. There is a lot of posturing, as well as a lot of rumour. Still, if a bandth is going to take place, it will most probably be like before. Remember the Maoists announced a week long strike on the eve of the 7 Feb local elections a couple of weeks ago. They have called it off half way through, on the fourth day, as it was quite unpopular.
Also, remember that even during that strike, Hotels minibuses and taxis carrying tourists travelled more or less unhindered. At least starting with the second day of the strike.
The sum of things: the situation in Nepal may go though various ebbs and flows, but it is essentially the same situation that has been over the last four years or so. There's nothing new under the sun, as the Ecclesiastes has argued. If you want to travel there, do so.

They have called it off half way through, on the fourth day, as it was quite unpopular. In certain contexts, the Maoists seem pretty keen not to annoy the public too much.

Just make sure you have room for flexability in your schedule, don't have tight departure dates, go with the flow and enjoy!
