if you are a foriegner/tourist you are going to be paying a much higher price than a local anyway.
As you come out of the airport building walk straight thru the throng of touts waiting to accost you. keep walking. get clear of the crowd. keep walking. now go to the far right hand corner of the carpark - towards the exit of the airport carpark. there are usually free taxis waiting there.
ask to go to Thamel Chowk and agree the price, preferably by the meter - i gotten away with NR100 relatively recently. but it might be NR150ish now. a local would pay a fraction of this. bargain and smile.
I even had a taxi driver refuse to take foriegners and locals in the same cab.
